Budget director to step down from Texas Governor’s Office

Senior Advisor and Budget Director Sarah Hicks will depart from her role with the Office of the Governor. Hicks has served as budget director since October 2017. She later assumed additional responsibilities as director of budget and policy in 2022, the latest in her 22-year state service career.

During her seven years of service with the Governor’s Office, Hicks played a critical role in the passage of policies and legislation. She helped develop financial strategies to guide Hurricane Harvey recovery efforts, school finance and property tax reform and border security policy. She has been a key adviser to Gov. Greg Abbott since 2022.

Prior to assuming her role as budget director, Hicks served as assistant vice chancellor and director of state relations at The Texas A&M University System. In addition, she has worked as committee director of the Texas Senate Committee on Finance for two former state senators.

Hicks graduated from Texas A&M University with a Bachelor of Business Administration. She later earned a Master of Public Service Administration from the Bush School of Government and Public Service from A&M.
