Leadership Appointments: Sept. 25-Oct. 1, 2025

California – Tina Tinoco has been announced as the next assistant deputy secretary for communications for the California State Transportation Agency (CalSTA). Tinoco will oversee public communications across CalSTA’s boards, departments and authorities statewide.

Virginia – Dan Hoffman has been appointed to the town of Herndon as the new town manager, effective Nov. 10. He brings a track record of leadership and organizational strengthening to the role, while fostering deeper connections with community members.

Florida – Cass Boatwright has been selected as the next vice president and chief operating officer for the University of West Florida. Boatwright will oversee a variety of the universities administrative duties while lead internal and external efforts to ensure growth and innovation.

California – Matt Vespi has been announced by the Port of San Diego as the next chief administrative officer. Bringing over 20 years of experience to the role, Vespi will leverage human resources, information technology, safety, compliance and strategic planning to the port.

North Dakota – Brent Sanford has been appointed by the state Board of Higher Education to lead the North Dakota University System as commissioner. Sanford will join the system following a nationwide search for the system’s next leader.

Colorado – Suma Nallapati has been announced as the next chief AI & information officer for the city and county of Denver. Nallapati will lead the city and county’s effort to integrate AI technologies, data governance and city-wide innovations.

Florida – Moez Limayem has been named as the sole finalist for the president position at the University of South Florida. Currently serving as the president of the University of North Florida since 2022, he will bring decades of higher education experience.

New York – Kaitlin Asrow has been appointed as the next acting superintendent for the New York Department of Financial Services (DFS). Asrow, appointed by Gov. Kathy Hochul, will bring experience with the U.S. Federal Reserve and the Financial Health Network to the role.
