
Miami-Dade County officials in Florida have announced a $1 billion public-private partnership with a major U.S.-based air carrier to expand and modernize Concourse D at Miami International Airport (MIA).
The project centers on a comprehensive redevelopment of the existing D60 gate area. The current layout relies on a single shared boarding lounge serving more than a dozen ground-loading gates, limiting use to smaller regional aircraft and creating congestion during peak travel periods. The redevelopment will replace this configuration with a three-level concourse extension featuring 17 contact gates capable of accommodating larger aircraft. Each gate will have its own dedicated boarding area, improving passenger flow, reducing bottlenecks and enhancing overall schedule reliability. The project will also introduce new dining and retail concessions near the gate areas.
In addition to the concourse expansion, the project includes upgrades to the surrounding airfield and apron infrastructure to support the new gates, as well as a modernized baggage handling system. For international passengers, the redesigned gate areas will offer more direct access to Concourse D’s U.S. Customs and Border Protection facilities, reinforcing MIA’s role as a key global gateway.
Plans also call for upgraded building systems designed to improve operational efficiency. Airport officials anticipate the project will incorporate resilient design features to address long-term capacity needs and South Florida’s climate conditions.
Most of the $1 billion investment will be financed through airport-issued bonds, with the airline repaying its portion through long-term lease payments, landing fees and terminal charges. The Florida Department of Transportation is contributing a $34 million grant to support the project.
Construction is expected to begin in 2027, with completion targeted for 2030. Airport officials intend to keep the concourse 100% operational throughout the renovation, although officials note that procurement timelines and supply chain conditions could influence the schedule.
The airline, which accounts for more than 60% of the airport’s daily passenger traffic, will receive exclusive operational rights in the expanded concourse under a long-term agreement.
