Officials want to outline the future of transit in Chicago, and they’re asking for the public’s help to shape their plan
The Chicago Transit Authority (CTA) is introducing a new comprehensive strategic plan that would shape Chicago’s roadways and transit systems with the help of community input. The “Powering Our Transit Future” strategic plan looks to define the agency’s strategic direction for the coming years, establishing a roadmap to transform Chicago’s transit system into a world-class service.
The CTA is seeking community and rider input during the planning process. The authority is looking for several rounds of community, stakeholder and public input in order to shape the plan into a collaborative effort to enhance Chicago’s transit systems.

“As we drive progress on CTA’s immediate priorities for frequent, reliable and safe transit services, we must also lay the groundwork for the agency’s long-term future,” CTA President Dorval R. Carter, Jr. says in a press release.
The “Powering Our Transit Future” strategic plan will be developed under three overarching goals, established by the CTA:
Develop a Coordinated Framework: Establish a proactive approach for decision-making, policy development and strategic investments.
Articulate a Clear Vision: Create a transparent and direct vision that communicates future investments and objectives to riders, employees, elected officials and other stakeholders.
Establish Metrics for Progress: Define specific outcomes and performance metrics grounded in principles of equity, sustainability, accessibility and enhancing the overall experience for both riders and employees.
Kickstarting the public engagement process, the CTA will reach out to a variety of industry stakeholders, including policy experts, elected officials, business leaders, community organizations, transit advocates and sister agencies to foster a robust dialogue that informs the strategic planning effort.
The CTA will provide information for the program at transitchicago.com/strategicplan, where users can also get involved and share their opinions on the planning process. Through spring 2025, the authority will schedule community forums and listening sessions to hear additional voices on the strategic plan.
In addition to community engagement, an internal survey will be released to solicit feedback from employees and vendors’ employees prior to the CTA’s release of the strategic plan in the second half of 2025.
“For CTA to meet its commitment to Chicago communities, it must achieve unquestionable status as a rider-centric organization, a trusted community partner and an employer of choice,” CTA President Dorval R. Carter, Jr. says. “We look forward to partnering with riders and other stakeholders across the region in developing on a bold, equitable, pragmatic and detailed plan to deliver a world class transit system for all.”
