Montgomery County, Pennsylvania, has launched a new department dedicated to improving service delivery, resource optimization and community service.
The Office of Innovation, Strategy and Performance (OISP) will oversee operational excellence, prioritizing work that most effectively distributes and implements taxpayer dollars. This latest modernization effort builds on the transformation of the County Recovery Office. The Recovery Office was created to handle coordination of the $161 million in available pandemic recovery funds supplied to Montgomery County from the federal government.
The office will bridge multiple departments, emphasizing collaboration to streamline processes and efficiency. With an emphasis on business analysis, project management and data-driven decision-making processes, the OISP will:
Enhance operations through innovation and human-centered design.
Optimize service delivery, cost-savings and user-centered methodologies.
Integrate robust data analytics to improve strategic and inclusive decision-making.
Bolster grant administration and project execution across county departments.
The OISP will execute initiatives designed to enhance transparency and optimization, creating public dashboards and remediating inefficiencies to better deliver county services to municipalities and residents.
The transition timeline from the Recovery Office to the OISP will be broken into four phases executed from early 2025 to late 2026.
Phase 1 will cover staffing the office and developing a communications plan.
Phase 2 will center around operational realignment, including strategic planning, data governance and dashboards.
Phase 3 will dive into projects, including high-priority initiatives, refinements and scaling.
Phase 4 will work on continuous improvements, starting with ongoing assessments, creating a knowledge repository and executing training programs.
Montgomery County will staff the office with current Recovery Office employees. Leadership roles will consist of a project director, strategy director and a director of data and analytics.
