
The North Carolina Department of Commerce’s Division of Community Revitalization (DCR) has announced a $40 million Notice of Funding Opportunity (NOFO) to support disaster recovery efforts in the wake of Hurricane Helene. Applications are due by Aug. 4.
The opportunity represents the first round of the DCR program, funded by the $111.1 million federal Community Development Block Grant Disaster Recovery (CDBG-DR) program. Awards will enable qualifying recipients to invest in revitalization efforts in areas located within Most Impacted and Distressed (MID) counties identified by the state and the Department of Housing and Urban Development (HUD).
North Carolina and HUD identified 29 counties that may receive support. Local governments and nonprofit organizations prioritizing community revitalization activities are eligible to apply for funding. Awards will range up to a maximum of $10 million.
Projects that may receive state funding include:
Buying, demolishing, site preparing or rehabilitating commercial structured by a subrecipient.
Rehabilitating or physically improving buildings used by small businesses.
Revitalizing commercial buildings and housing components as part of a mixed-use project.
Improving facades for private or public structures.
Providing match, share or contribution to meet a requirement by another federal program to complete an eligible CDBG-DR project.
Projects must meet all criteria under the CRD Program and be located in one of the 29 Combined MID areas. They must be directly associated with damage caused by Hurricane Helene, which may include physical damage, economic damage or a revealed or exacerbated vulnerability.
In addition, projects must be built to mitigate the impact of future disasters and meet one of four National Objectives:
Low- and Moderate-Income (LMI) Job Creation or Retention.
LMI Area Benefit.
Urgent Need.
Slum/Blight.
The state will give priority to initiatives that promote LMI job creation, retention or provide benefits to the area.
