Pennsylvania state officials have announcement the commitment of nearly $445 million through its Redevelopment Assistance Capital Program (RACP) to fund local design, acquisition and construction projects. The state-led investment will support economic development, public infrastructure and community facilities statewide.
The governor’s office recently modernized the program by redesigning its website, simplifying application requirements and implementing a new electronic grants system intended to streamline the application process and improve accessibility. The updates marked the first major changes to RACP in nearly a decade.
RACP is a reimbursement program that helps fill funding gaps for capital projects that cannot obtain funding through another state program. Projects generally must cost at least $1 million and demonstrate regional economic impact, making universities, hospitals, public safety facilities, industrial sites, community centers and major infrastructure projects among the program’s typical recipients.
Projects span all five regions of Pennsylvania, supporting a range of needs, including higher education, health care facilities, manufacturing, transportation and community redevelopment.
The largest regional allocation, nearly $134 million, will support 100 projects in Southwest Pennsylvania. Funding includes investments in transportation, higher education, manufacturing and community facilities. Major awards include $8 million for Allegheny County’s Arts Landing and Public Realm project and $5.8 million to construct a sustainable asphalt plant, demonstrating the range of projects supported, from community amenities to industrial development.
In the Southeast region, nearly $122 million will support 129 projects, including $3 million to expand the Steamfitters Training Center with additional classrooms and hands-on training space for skilled trades apprentices.
In Northeast Pennsylvania, more than $52 million will support 42 projects, including $1.9 million to establish an Agriculture Innovation Center in Wayne County. The project will create a food hub and certified production and storage space to help local agricultural producers expand their businesses and reach new markets.
In North Central and Northwest Pennsylvania, $26 million will support projects including $1.25 million to renovate and expand Universal Primary Care’s Bradford facility. The project will modernize clinical and behavioral health space while adding workforce training capacity to expand access to health care services and support regional health workforce development.
In South Central Pennsylvania, more than $109 million will support 68 projects, including $1.2 million for redevelopment of the former Lehigh Valley Dairy site into a new commercial or mixed-use development. The project will help transform an underutilized property for productive economic use.
The variety of projects funded through RACP highlights the program’s role in helping communities adapt to changing economic needs. From expanding workforce training and health care capacity to supporting agricultural innovation and redeveloping underutilized properties, the investments are helping communities strengthen existing assets while creating new economic opportunities.
